The sixty-four-year-old bishop was born on 30th June 1956 at Kisibi, Wakiso district under the Roman Catholic Archdiocese of Kampala.
He went to Kigero Primary School which was followed by his transfer to Kisubi Boys Primary School, after which he joined St. Maria Goretti Senior Secondary School Katende where he studied and completed his O’ level.
Bishop Paul Semwogerere’s priesthood journey started when he enrolled into St. Mbaaga Seminary Ggaba a young men’s school that trains and nurtures them into Priesthood. He was among the seven pioneers to join the Seminary school in 1976.
His priesthood journey later proceeded with his 1978 admittance into Saint Francis de Sales Seminary, Milwaukee, Wisconsin. A decision that was influenced by Cardinal Emmanuel Kiwanuka Nsubuga and it earned him a Master’s degree in Divinity.
During his time in Milwaukee, he was by Archbishop of Roman Catholic Archdiocese of Milwaukee Rembert George Weakland ordained deacon.
On his return to Uganda, he was ordained into Priesthood by Cardinal Emmanuel Nsubuga, the then Archbishop of Kampala on 3rd June 1983.

Initially, he was on 4th June 2008 appointed as Bishop of the Roman Catholic diocese of Kasana – Luweero a decision that was shortly followed by his consecration as Bishop of the same diocese of the same diocese on 23rd August 2008.
His consecration was by Archbishop of Kampala Cyprian Kizito Lwanga alongside Cardinal Emmanuel Wamala, Cardinal Priest of Sant’Ugo, Cardinal Emeritus of Kampala, Archbishop Paul Tschang In – Nam, Titular Archbishop of Amantia and Papal Nuncio to Uganda by then.
He was today appointed Apostolic administrator of Kampala Archdiocese by Pope Francis after the untimely death of previous Archbishop Cyprian Kizito Lwanga. An Apostolic Administrator can on be later turned into an Archbishop.
