Jacob L’Okori Oulanyah born in Gulu District on 23 March 1965 attended St. Joseph College Layibi, Dr. Obote College Boroboro, and Kololo Senior Secondary School for his O-Level and A-Level education. In 1988.
He later joined Makerere University, the oldest university in the East African Community, where he pursued economics and graduated in 1991 with a Bachelor of Arts degree in agriculture economics.
Through the same year, he joined the law school at Makerere University, graduating in 1994 with a Bachelor of Laws degree.
During his stay at University, he served as speaker of the University students’ guild however, in 1995 he joined the Law Development Centre (LDC), where he obtained a postgraduate diploma in legal practice.
Basing on the above educational journey we have sourced some of the reasons why the current deputy speaker of Parliament Jacob L Oulanyah is most likely to take up the speakership.
Jacob L Oulanyah who is stiff competition with fellow NRM member and currently serving speaker Kadaga are up for the top job that has previously seen the party influence members for this position who are later approved by the august house.
There has been previously a lot of controversy around the contenders something that provoked the utterance of statements including the age limit bill that gives Oulanyah an upper hand in his bid given his silence during the amendment then.
The confidence and calmness in the recent handling of matters and interviews by Oulanyah has proven a point that he has the favor from the ruling party that is most likely to influence the majority vote.
Recently when asked about the speakership campaign that has already heated up before the process officially starts, Oulanyah said he did not know what was going on at the moment, he instead affirmed that he had a strong belief in the ruling National Resistance Movement
“When they ask us to express interest in whatever office we intend to vie for…that is when I will go and express my interest, “For now, there is no activity. For now, I don’t even know what is going on. The previous election process I was set to win, this one, when it comes, I will win big.” Oulanyah with great confidence and composure revealed.
On this basis therefore, Oulanyah seems to be playing his cards right and outrightly winning off some support from some of the members from Parliament and his ruling party.
In the same accord caucus groups in parliament have started showing support for different candidates though Oulanyah disclosed that this is not a new strategy and that all he is waiting for is his party’s process before he can present himself and speak about his campaign strategy.

It should as well be noted that the four vibrant members who have expressed the interest of taking charge of the 11th parliament as the speaker among these include Mohammed Nsereko, FDC’s Ssemujju Nganda, Rt. Hon. Rebecca .A. Kadaga and now Jacob Oulanya.
