With the dismissal of Ketty Lamaro, the Permanent Secretary for Education, and the appointment of Lynette Bagonza as the new PS for the Ministry of Trade, President Yoweri Museveni has significantly reshuffled his group of Permanent Secretaries.
Geraldine Ssali, who was recently charged by the Anti-Corruption Court has been replaced by Bagonza, who has been the Under Secretary for 14 years in the Ministry. Following Ssali’s departure, there was a gap that needed to be addressed, and Bagonza was a good fit because of her background.
Meanwhile, President Museveni has also reappointed eight other Permanent Secretaries for a further three years in addition to these other changes. For the Ministry of Agriculture, Animal Industry, and Fisheries, Gen. David Kasura will continue to hold the position of PS, while for the Ministry of Internal Affairs, Gen. Joseph Musanyufu will continue to hold that position.
Amina Zawedde will continue to serve as PS for the Ministry of ICT while Jane Barekye will continue in her role as State House Comptroller.
Additionally, Ramathan Goobi will continue to be PS for the Ministry of Finance, while Irene Batebe will continue to be PS for the Ministry of Energy. In light of the recent corruption scandals that have rocked the Parliamentary institution, there have been some questions raised about the reappointment of Adolf Mwesige as Clerk to Parliament.
It should be noted that the Public Service Commission evaluated the PSs’ work over the previous three years and recommended their reappointment, which led to the adjustments. President Museveni did, however, decide to fire Ketty Lamaro, citing private information on her behavior.
Considering the significance of the Education Ministry in carrying out the government’s educational plans, Lamaro’s departure is regarded as a momentous decision. Nobody has been announced to take her place, so it’s unclear who will step forward.

It is believed that the government is strengthening its team in anticipation of the upcoming election cycle by appointing both new and reappointed officials. Furthermore, President Museveni has indicated that he plans to keep a capable team in place to carry out his goals and initiatives with the changes thus changing Permanent Secretaries.
